傳說二戰期間，日本皇軍司令部秘密設立了一個叫棋舍的地方，暗藏了廿二位頂尖圍棋高手，寓軍事於棋理，以棋盤為戰場，協助皇軍策劃整個侵華行動。

年輕棋手木谷實，獲邀加入棋舍成為第廿三位棋手。在棋舍裡他遇上了日本第一國手本因坊秀哉、好戰嗜殺的司令官松板石根、忠於天皇的井上孝平、野心勃勃的岩瀨平一郎、反對侵華的女棋士島津千代子，以及善良的下人阿夏。

從一盤殘局中，木谷實逐漸意識到戰爭的殘酷真相，更在與本因坊秀哉對奕間，見識到中國圍棋天才吳清源博大精深的「吳氏佈局」。

在軍國主義的氛圍下，對圍棋充滿熱情和理想的木谷實受到前所未有的衝擊，重新思考棋道與天道的關係。

『草木四時生生不息，棋盤上黑白棋子也如是，則為生地。掌握自然之道，方能掌握棋道。萬物生於天地之間，不過微塵。

作惡之人，將因罪孽而自食其果，報仇只是另一種作惡。戰局猶如棋局，無所謂優勢劣勢，棋盤上的勝負只是黑白兩種勢力的平衡，超出戰爭世界方能和平。』
