高明德

Matthias Kaufmann is a European Union and German diplomat who has served as Deputy Head of the European Union Office to Hong Kong and Macao since September 2023. He previously held postings at the German Embassy in Paris, the German Embassy in Beijing, and at the Federal Foreign Office in Berlin, where he worked on NATO and security policy. Earlier in his career, he managed a German-Chinese young leaders programme at Stiftung Mercator, one of Germany's leading private foundations, and gained experience at UNDP in Beijing as well as in the China division of the European External Action Service in Brussels.

Kaufmann studied East Asian Studies (with a focus on China), Political Science, and History in Heidelberg, Beijing and Hong Kong, and pursued graduate studies in International Relations in Paris and Boston.

Alongside his diplomatic work, he maintains a deep interest in history, art and architectural history, and music. Raised in a musical family in rural Franconia (northern Bavaria, Germany), he was immersed from an early age in baroque Hausmusik traditions and developed a lifelong passion for music. He is also active as an amateur musician, playing the piano, harpsichord, and cello as well as singing, and is a frequent participant in Hong Kong's rich cultural life.
